Planner, Tri-County Regional Planning Commission
The Tri-County Regional Planning Commission is an agency charged with performing various planning tasks for a three county, 103-municipality region in Southcentral Pennsylvania. The available position is within the general planning staff. The Commission is seeking a planner to assume responsibilities in technical studies involving, but not limited to, preparing and presenting comprehensive plans at the regional, county, and municipal levels, preparing various municipal ordinances in response to municipal needs, preparing environmental assessments for projects funded through federal dollars, and preparing or assisting in special studies as requested by the Regional Planning Commission. Additionally, the position involves conducting various planning reviews in support of county planning commission activities and attendance at various day and evening meetings.
A Master’s in Planning with an environmental background is preferred. Strong written/oral communication skills, preparation of statistical reports, tables and graphs, working knowledge of GIS, field surveys, data analysis, and microcomputer skills are required. Salary dependent upon qualifications. Applicants will be evaluated on the basis of education, experience, communication skills, and computer proficiency.
Subdivision/Land development, sewer module, zoning, and other plan reviews can be expected as part of the employment. Night meetings to support the local planning program will be required and the successful candidate will be expected to provide personal transportation to these meetings. Compensatory time for evening meetings with mileage reimbursement under the existing IRS code is provided. The Commission’s main office is located in downtown Harrisburg, offering an excellent office environment, with diverse and nearby opportunities for social, cultural, and recreational activities. The Commission offers an excellent benefit package including family medical, dental, and vision. New employees are afforded four personal days immediately and 10 days of annual leave upon six-months of employment. Tenure for the Commission’s defined benefit pension plan begins with the start of employment. A separate 457 Deferred Compensation Program is available, as are various employee insurance packages. TransitChek is offered as a monthly commuter subsidy on local bus/rail transportation systems. No relocation package is offered for this position.

Commercial Districts Manager, Mount Lebanon, PA
The Municipality of Mt. Lebanon, PA is seeking résumés for the full-time position of Commercial Districts Manager. This position is responsible for coordinating activities and improving the business climate in the municipality’s commercial areas. Job responsibilities include developing and implementing a Main Street plan for the central business district, obtaining sponsorship and donors, special events to promote public awareness and use of commercial districts, and communications among business parties; acting as liaison between commercial district constituents and other business related entities, and as staff liaison to related boards; working to recruit and retain businesses; obtaining and administering appropriate federal and/or state grant funding; utilizing revitalization tools as appropriate.
Job requirements include strong communication, organization, management and leadership skills, the ability to work independently on a flexible schedule, and the possession of a working knowledge of computer applications, including desktop publishing and GIS. This position also requires a working knowledge of economic development practices and funding tools, main street program principles, special event planning and volunteer management, and marketing with preference for knowledge of adaptive building re-use and downtown revitalization and redevelopment.
Bachelor’s degree required with three to five years experience in business/community/downtown development and/or marketing and promotion. Starting salary $53,400-$60,080 with excellent fringe benefits.

Elm Street Manager, Washington, PA
We are seeking an Elm Street program manager to work with the Highland Ridge Community Development Corporation, the Redevelopment Authority of Washington County, and the City of Washington to achieve the goals and objectives of the Elm Street Program. Main Street Manager, Saxonburg, PA
Part-Time Manager Position

The John Roebling’s Historic Saxonburg Society (JRHSS), a non-profit organization, is a community partner working with the municipality of Saxonburg in a mission to create a thriving central business district.
JRHSS is currently accepting applications for the part-time position of the Main Street Program Manager. The position involves 20 flexible hours of work per week. The successful candidate will be responsible for the organization of downtown interests via the Main Street four-point approach developed by the National Trust for Historic Preservation’s National Main Street Center.
This position requires a breadth of experience in business, marketing, municipal planning, economic development and volunteer organization, and will be responsible for coordinating the various aspects of a commercial revitalization strategy in a renowned historic community that is facing a surge of residential development on its borders.
The successful candidate will possess a Bachelor’s degree or equivalent experience in a related field to small business and economic development, planning, preservation, retail and marketing promotions, public relations, fundraising and grant writing. Additionally, the individual will be able to prove demonstrated leadership and administration skills, as well as experience with volunteer development and management of non-profit organizations.
This position will work under the guidance of the board of directors of JRHSS. The Main Street manager will be required to demonstrate an understanding of the overall goals of the Saxonburg Main Street Program and have the ability to balance projects and focus on priority activities to their completion.
