Spencer unveils revitalization plan

Mayor Vaughn D. Spencer on Tuesday announced a three-part plan to help revitalize downtown Reading and the Penn Corridor, which is Penn Street and Penn Avenue.
The first step is to create a downtown task force, a partnership between his administration and the Downtown Improvement District that first would apply for Main Street designation from the state, allowing the city to get state funding.
The task force would have five committees dealing with organization, promotions, design, the Safe Clean and Green Committee and the Community Enhancement Committee.
The second step is partnering with the state Department of Community Development and the Pennsylvania Downtown Center.
And the third is appointing the Downtown Improvement District as manager of the Main Street Program, because of what Spencer called its track record in supporting downtown revitalization efforts.
"My administration has made downtown revitalization a priority, and I am committed to creating an environment that supports existing businesses and sets the foundation for new ones to open and prosper," said the mayor. "Most importantly, our efforts will focus on fostering a clean, safe and vibrant downtown that is inviting to locals and visitors alike."
He said his efforts won't duplicate those of the many community groups already active downtown, but the administration will act as coordinators and supporters of these initiatives.
